"Chatta," the Hebrew word for "sin" is translated that way to make you think religious rather than civil. Satan did that to conceal the fact that God is a King and a King is the sole governing authority of the Kingdom. As the King, he is the only judge who can pronounce a judicial decision and therefore breaking the "law" of a King is a civil crime which is a moral issue.
