Satan did that to conceal the fact that God is a King and a King is the government of the Kingdom. As the King, he is the only judge and therefore breaking the "law" of a King is a civil crime which is a moral issue. So the Hebrew word "Chatta" should have been translated as "crime' and "sinners" which is the Hebrew plural "Chattaim" should be translated as "criminals" because it is a plural adjective.

Such is the case with Deuteronomy 28:68.
